The first one, which can be described as the Guidelines Decision, has the objective to establish operational, interoperable, trans-European telematic networks between Member State administrations and the Community institutions, enabling the efficient and secure interchange of information in order to support the establishment of the economic and monetary union and the implementation of Community policies, as well as the Community decision-making process.
De eerste, die kan worden omschreven als de richtsnoerenbeschikking had als doel de vaststelling van operationele, interoperabele Trans-Europese telematicanetwerken tussen overheidsdiensten van lidstaten en de communautaire instellingen, waardoor een doeltreffende en veilige informatieuitwisseling kon plaatsvinden ter ondersteuning van de invoering van de Economisch en Monetaire Unie, de uitvoering van het communautair beleid, en van het communautaire besluitvormingsproces.
