It acknowledges that tight monetary and fiscal policy are required to curb inflation and stabilise the economy in the short run, but also that without better financial discipline and further restructuring of the economy, those macro-economic effects would be short-lived. In the context of structural reform, the programme emphasises four issues: privatisation, enterprise restructuring, financial sector reform and reform of social support programmes.
