Volgens de nieuwe regels dient de maritieme instantie die het register van uitschrijving beheert de inschrijvende instanties in kennis te stellen van de eventueel door haar verlangde verbeteringen voor de inschrijving van het schip of de vernieuwing van de certificaten daarvan, alsmede van achterstallige inspecties. Bovendien moet zij het volledige historisch dossier van het schip voorleggen.
