By reason of the duty to provide assistance laid down in the first paragraph of Article 24 of the Staff Regulations, the administration must, when faced with an incident which is incompatible with the good order and tranquillity of the service, intervene with all the necessary vigour and respond with the rapidity and solicitude required by the circumstances of the case with a view to establishing the facts and, consequently, taking the appropriate action in full knowledge of the facts.
Wanneer de administratie wordt geconfronteerd met een incident dat in een ordelijke, serene ambtelijke sfeer geen pas geeft, moet zij ingevolge de krachtens artikel 24, eerste alinea, van het Statuut op haar rustende bijstandsplicht met de nodige energie en met de door de omstandigheden van het concrete geval geëiste spoed en zorg optreden teneinde de feiten te achterhalen en er, met kennis van zaken, passende consequenties aan te verbinden.
