8. bekritiseert het twijfelachtige personeelsmanagement van de Commissie, dat er door gebrek aan flexibiliteit - vooral bij de noodzakelijke verschuiving van onbezette posten binnen het ambtelijk apparaat - toe heeft geleid dat bijvoorbeeld bij Directoraat-generaal VI (landbouw) belangrijke werkzaamheden, zoals op het gebied van internationale betrekkingen, wegens personeelsgebrek nauwelijks binnen de voorgeschreven termijn kunnen worden uitgevoerd;
