We must certainly compare the effects of state aid policies on competition and clarify the concept and practical applicability of such aid, particularly as regards concessionary leases and other means of allowing a provider of services to provide them as a public service subject to public rules.
Wij moeten absoluut bekijken wat de effecten van het beleid van staatssteun op de concurrentie is en daarbij dient er duidelijkheid te komen in het begrip en de praktische toepasbaarheid van die hulp, in het bijzonder wat betreft leasing en concessie, alsook andere vormen die een leverancier van diensten in de gelegenheid stellen deze diensten aan te bieden als overheidsdienst en met overheidsregels.
