The variable component shall amount to one tenth of the absolute value of the difference between the balance as a percentage of GDP in the preceding year and either the reference value for government balance or, if non-compliance with budgetary discipline includes the debt criterion, the government balance as a percentage of GDP that should have been achieved in the same year according to the notice issued under Article 126(9) TFEU.
Het variabele bestanddeel bedraagt een tiende van de absolute waarde van het verschil tussen het als percentage van het bbp uitgedrukte saldo in het voorgaande jaar en hetzij de referentiewaarde van het overheidssaldo, hetzij, indien ook uit hoofde van het schuldcriterium niet aan de begrotingsdiscipline is voldaan, het overheidssaldo als percentage van het bbp dat overeenkomstig de aanmaning krachtens artikel 126, lid 9, VWEU in hetzelfde jaar zou moeten zijn verwezenlijkt.
