Acknowledges that the Commission has to support the accession countries' national authorities in controlling EU spending themselves in a fully decentralised way; observes that, at the same time, the Commission still has to compensate weaknesses in the accession countries' financial management by keeping ex-ante controls in the hands of the EC delegations; feels that proper risk management in this area implies that the Commission strikes the balance between these two poles;
202. erkent dat de Commissie de nationale instanties van de toetredingslanden moet steunen om de EU-bestedingen zelfstandig volledig gedecentraliseerd te controleren; stelt echter tegelijkertijd vast dat de Commissie nog wel de bestaande tekortkomingen van het financieel beheer in de toetredingslanden moet compenseren door ex-ante controles in handen van de EG-delegaties te houden; is van mening dat een goede risicobeheersing op dit gebied betekent dat de Commissie een goed evenwicht tussen deze aspecten moet vinden;
