(14) In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission to lay down the common procedures and specifications for the software application, namely Eucaris, that is necessary for the electronic exchange of vehicle registration data, including the format for the data exchanged, the technical procedures for electronic consultation of and access to the national electronic registers, access procedures and security mechanisms, and to establish the format and the model of the professional vehicle registration certificate.
(14) Om te zorgen voor uniforme voorwaarden voor de uitvoering van deze verordening moet de Commissie de bevoegdheid worden verleend tot vaststelling van de gemeenschappelijke procedures en specificaties voor de softwaretoepassing Eucaris die noodzakelijk is voor de elektronische uitwisseling van gegevens uit kentekenregisters, met inbegrip van het formaat van de uitgewisselde gegevens, de technische procedures voor de elektronische raadpleging van en toegang tot de nationale elektronische registers, toegangsprocedures en beveiligingsmechanismen, en tot vaststelling van het formaat en het model van het handelaarskentekenbewijs.
