This issue does not just concern progress made in equal opportunities and non-discrimination in terms of employment and working conditions; the central issue is the need for a horizontal directive on equal treatment which covers all grounds for discrimination. A climate of intolerance and hostility is emerging in Europe. This is already giving rise to ethnic discrimination – just look at immigration and the Roma.

15. Calls on employers to participate more broadly in promoting, supporting and strengthening the process of non-discrimination in the workplace; stresses the importance of the positive involvement of employers and the positive effects of diversity policy on the workplace; welcomes the conclusion of the negotiations of the European social partners on a framework agreement on harassment and violence in the workplace and enforcing existing legislation in this sphere as an example of how to promote decent work in Europe; calls on the Commission to check that such agreement is actually complied with and implemented; urges employers, in accordance with the principle of corporate social responsibility, to uphold equality and combat r ...[+++]acial and ethnic discrimination and exclusion with regard to education and training for workers;

I hope that the European courts, as well as the Inter-American Court of Human Rights, which stated that there should not be racial or ethnic discrimination on access to nationality, will not be less progressive and will monitor carefully the impact of policy concerning nationality on persons belonging to different ethnic groups.
