As regards the lawfulness and regularity of the underlying transactions, the Court stated, in its Statement of Assurance, that consideration of the financial year 2004 led the Court to the conclusion that the supervision and monitoring systems that had been installed were operating effectively and that the underlying transactions, considered overall in relation to receipts, commitments, administrative expenditure and the pre-accession strategy as part of the payment appropriations were lawful and regular.
Wat betreft de wettigheid en regelmatigheid van de onderliggende verrichtingen luidt de DAS-verklaring van de Rekenkamer als volgt: voor het begrotingsjaar 2004 heeft de Rekenkamer vastgesteld dat de toezicht- en controlesystemen ten uitvoer zijn gelegd en doeltreffend werken, en acht zij de onderliggende verrichtingen, over het geheel genomen, wettig en regelmatig wat betreft de ontvangsten, de vastleggingen en de administratieve uitgaven en uitgaven voor de pretoetredingsstrategie uit de betalingskredieten.
