Niettegenstaande het voorafgaande lid kunnen de voor het wijnbouwpotentieel bevoegde regionale autoriteiten, in overleg met de vertegenwoordigers van de sector, de brancheorganisaties of de beheersinstanties, aanplant op hun grondgebied blijven verbieden, wanneer een groot deel van hun grondgebied het voorwerp is van een of meerdere oorsprongsbenamingen of geografische aanduidingen, mits door die regio's kan worden aangetoond dat er reeds een passend evenwicht tussen vraag en aanbod bestaat.
