The Kaliningrad oblast has an exceptional geographic situation: as a relatively small area completely surrounded by two Member States, it constitutes the only enclave in the European Union; its shape and the distribution of its population are such that applying the standard rules on the definition of the border area would artificially divide the enclave, whereby some inhabitants would enjoy facilitations for local border traffic while the majority, including the inhabitants of the city of Kaliningrad, would not.
De geografische positie van de oblast Kaliningrad is uitzonderlijk: het gaat om een betrekkelijk klein gebied dat volledig wordt omringd door twee lidstaten en daardoor de enige enclave binnen de Europese Unie is; de toepassing van de vaste regels inzake de definitie van het begrip grensgebied zou de enclave door zijn vorm en bevolkingsspreiding op artificiële wijze opsplitsen, waardoor sommige inwoners wel, maar de meeste, waaronder de inwoners van de stad Kaliningrad, geen gebruik zouden kunnen maken van de soepelere regeling voor klein grensverkeer.
