In order to meet the objectives of the common fisheries policy, which is to provide for a sustainable exploitation of living aquatic resources in the context of sustainable development, the Council adopts measures concerning conservation, management and exploitation of living aquatic resources.

The Commission says in its Communication that ‘regional interventions will be a priority for the EC, taking into account the frequently observed regional nature of fisheries problems and the Community's comparative advantage in this field’. This statement is reinforced by the Green Paper, which calls, in the context of the future CFP, for effective implementation of the international legal framework, and reinforcement and promotion of regional cooperation mechanisms.
