(a bis) de in letter a) bedoelde controle- en toezichtsactiviteiten kunnen worden toevertrouwd aan een interdisciplinair waarnemingslaboratorium (dat o.a. werkzaam is op wetenschappelijk, juridisch en sanitair gebied) dat wordt opgericht binnen het Europees Agentschap voor maritieme veiligheid, dat de relevante gegevens zal verwerken en de gevolgen ervan zal analyseren, met name op biologisch, chemisch en fysisch gebied, wat de gezondheid van het bedreigde mariene ecosysteem betreft.
