However, the Council Regulation of 13 December 1999 suspended the reduction of APIM rates and stipulates that before that date the Commission will examine with the Spanish authorities the impact of the suspension of the withdrawal of the tax on the economic sectors concerned, and, in particular, on the sensitive products belonging to the most vulnerable sectors covered by this regulation; these are products belonging to various foodstuffs sectors, tobacco, chemicals, paper, textiles, metalworking industries and other manufactured goods.
In de verordening van de Raad van 13 december 1999 tot opschorting van de APIM-tarieven wordt echter vermeld dat de Commissie vóór deze datum samen met de Spaanse overheid zal onderzoeken welke gevolgen de opschorting van de afbouw van de belasting zal hebben voor de economische sectoren in kwestie, in het bijzonder voor gevoelige producten die behoren tot de meest kwetsbare sectoren die onder de verordening vallen, namelijk producten van de sectoren diverse voedingswaren, tabak, chemie, papier, textiel, de metaalindustrie en andere eindproducten.
