Reaffirms its support for the European system of development cooperation in its original form, built mainly through the voluntary sector and development NGOs, which meet the expectations of the European public while possessing a thorough knowledge of the field; is deeply concerned at the tendency to subordinate these players to short-term foreign policy considerations; considers it essential to strengthen coordination between these organisations at European level, notably through the Liaison Committee of the Development NGOs to the EU;
