(67) compliance with the value limits should, when refunds are fixed, be ensured through the monitoring of payments under the rules relating to the European Agricultural Guidance and Guarantee Fund; monitoring can be facilitated by the compulsory advance fixing of refunds, while allowing the possibility, in the case of differentiated refunds, of changing the specified destination within a geographical area to which a single refund rate applies; in the case of a change of destination, the refund applicable to the actual destination should be paid, with a ceiling on the amount applicable to the destination fixed in advance;
(67) Overwegende dat er bij de vaststelling van de res
tituties voor dient te worden gezorgd dat beperkingen in waarde in acht worden genomen en wel door toezicht op de betalingen overeenkomstig de voor het Europees Oriëntatie- en Garantiefonds voor de Landbouw geldende voorschriften; dat het toezicht door middel van verplichte vaststelling vooraf van de restituties kan worden vergemakkelijkt, waarbij in het geval van gedifferentieerde restituties de mogelijkheid dient te worden geboden om binnen een geografisch gebied waarvoor één enkel restitutiebedrag geldt, de vermelde bestemming te wijzigen; dat bij wijziging van bestemming de voor
