The legislator's main reason for introducing such a measure is to diversify the means of enforcing penalties in order to reduce the prison population and thus limit the harmful consequences of imprisonment (social stigma, loss of employment and consequent financial difficulties for the family, parental absence and loss of parental authority, etc.), to facilitate the rehabilitation of offenders by providing strict supervision and thereby to reduce the risk of re-offending, to reduce the tensions caused by overcrowding in prisons and to achieve savings on the daily cost of prison care.
