(20) Article 15(3) of Directive 2003/96/EC allows Member States to apply to agricultural, horticultural and piscicultural works as well as to forestry not only the provisions generally applicable to business uses but also a level of taxation down to zero, with the goal of ensuring the economic viability of these sectors which are already being hampered by demanding social, plant-health and environmental requirements that are not sufficiently compensated for by the market .
(20) Artikel 15, lid 3, van Richtlijn 2003/96/EG staat de lidstaten toe op energieproducten en elektriciteit die worden gebruikt voor de landbouw, de tuinbouw, de visteelt en de bosbouw niet alleen de algemeen toepasselijke bepalingen voor zakelijk gebruik, maar ook een tot een nultarief verlaagd belastingniveau toe te passen, ten einde de economische levensvatbaarheid van deze sectoren zeker te stellen, die reeds worden gehinderd door veeleisende sociale, fytosanitaire en milieuvoorschriften die niet voldoende door de markt worden gecompenseerd .
