This year, the Rapporteur was given an unofficial copy of the 2000 Report before publication, which was helpful; nonetheless, even this was not available before the end of May 2001, which is most unsatisfactory. Then the inter-service consultation procedure kicked in particularly sluggishly, with the draft Report sitting around waiting for signatures sometimes for weeks at a time, finally resulting in official publication in mid-July.
