In fact, if the two countries that failed to ratify the Constitution did so for reasons quite different to those regarding the constitutional text, then it is really a question of moving more quickly on practical policies capable of changing Europe’s image for the better. In order to do this, however, we need to go beyond the period of reflection on the institutional issue as quickly as possible.
Als de twee landen die de Grondwet niet hebben geratificeerd, daartoe werden bewogen door redenen die weinig met de tekst ervan te maken hebben, moet meer vaart worden gemaakt met het nemen van concrete maatregelen om het imago van Europa in positieve zin bij te stellen: daar gaat het in werkelijkheid om en daarvoor moeten we in elk geval zo snel mogelijk de fase van de institutionele reflectie achter ons laten.
