the need to to encourage the introduction of alternative fuels, including biofuels, as well as the need to introduce modifications to other parameters in the fuel specifications, both for conventional and alternative fuels, in particular such modifications to the maximum volatility limits for petrol contained both in this Directive and in standard EN 228: 1999 as are required for them to be applicable to blends of bioethanol with petrol .
