1. Als onderdeel van het multilaterale toezicht overeenkomstig artikel 99, lid 3 volgt de Raad, op basis van de door de deelnemende lidstaten verstrekte gegevens en de door de Commissie en het bij artikel 114 ingestelde comité verrichte evaluaties, de uitvoering van de stabiliteitsprogramma's, met name om vast te stellen of de begrotingssituatie feitelijk of naar verwachting aanzienlijk afwijkt van de middellangetermijndoelstelling, van het aanpassingstraject in de richting van die doelstelling, die in het programma voor het overheidsoverschot/-tekort is vastgesteld, of van de verwachte ontwikkeling van de schuldquote van de overheid".
