For the above reasons, the Rapporteur considers that it would not be justifiable to extend the scope of the terminus technicus 'action' ('recours', 'Klage', 'ricorso', etc), which is used in article 121(3), merely by virtue of the wider meaning of the term used in some linguistic versions of the Rule's title. As it is clear that the scope of paragraph 3 is limited to 'actions' initiated by Parliament, it could not be interpreted widely so as to also include observations and interventions, which are qualitatively different actions.

Om bovengenoemde redenen acht de rapporteur het niet te rechtvaardigen de reikwijdte van de terminus technicus "action" ("beroep", "recours", "Klage", "ricorso") die gebruikt wordt in artikel 121, lid 3, uit te breiden, alleen omdat in sommige vertalingen van de titel van het artikel de betekenis van de term in bredere zin is gebruikt Aangezien het duidelijk is dat de reikwijdte van lid 3 beperkt is tot beroepen die door het Parlement worden ingesteld,. kan het dus niet ruim worden geïnterpreteerd zodat ook opmerkingen en tussenkomst eronder zouden vallen, welke acties een andere kwaliteit hebben.
