Stresses, in view of the twofold significance of cultural, audiovisual and education services in economic and cultural terms, that no negotiations should be opened in the context of GATS on liberalisation of these services, and further stresses that protection of support instruments, and thus of cultural diversity, cannot be achieved in the context of the WTO and GATS, but can only be promoted by negotiating a Convention within the framework of UNESCO; urges the Union to apply the unanimity principle strictly in foreign trade in cultural and audiovisual services with third countries, as is already laid down in the Treaty and in the draft Constitution;
23. beklemtoont dat gezien de duale betekenis van culturele en audiovisuele diensten geen onderhandelingen in het kader van GATS over de liberalisering van deze diensten moeten worden begonnen; onderstreept verder dat bescherming van de steuninstrumenten, en dus de culturele verscheidenheid, niet in het kader van de WTO/GATS kan worden bereikt, maar uitsluitend bevorderd kan worden door een via onderhandelingen in het kader van de UNESCO te sluiten conventie; dringt er bij de Europese Unie op aan om in de externe handel met derde landen uitsluitend het eenparigheidsbeginsel te hanteren, zoals reeds is vastgesteld in de Verdragen en ook in het ontwerpverdrag
