L. whereas an International Alliance against Hunger and Poverty to be proposed at the World Food Summit will require reform of the EU's development policy, which is funded through two separate instruments (the European Development Fund and EU budget), to ensure better coordination in policy formulation, parliamentary scrutiny and implementation between the Commission, the Parliament and the Member States and other international organisations,
L. overwegende dat de op de Wereldvoedseltop voor te stellen Internationale Alliantie tegen honger en armoede een herziening zal vergen van het ontwikkelingsbeleid van de EU dat gefinancierd wordt met behulp van twee verschillende instrumenten (het Europees Ontwikkelingsfonds en de EU-begroting), zulks om een betere coördinatie op het gebied van beleidsbepaling, parlementaire controle en tenuitvoerlegging tussen Commissie, Parlement en de lidstaten en andere internationale organisaties te bewerkstelligen,
