Il certificato deve essere stato rilasciato dalle autorità a tal fine designate in virtù delle disposizioni legislative o regolamentari del paese terzo interessato comunicate, conformemente alle disposizioni della CIPV, al direttore generale della FAO oppure, in caso di paese terzo non membro della CIPV, alla Commissione.
The certificate shall have been issued by authorities empowered to this effect on the basis of laws or regulations of the third country concerned, as submitted, in accordance with the provisions of the IPPC, to the Director General of FAO, or, in the case of third countries non-party to the IPPC, to the Commission.
