As regards Directive 90/496/EEC, the Commission should be empowered to adopt provisions necessary for changes to the list of vitamins, minerals and their recommended daily allowances; for a definition of fibre and its associated methods of analysis; for the restriction or prohibition of nutrition claims; for amendments and additions relating to the list of categories of nutrients and their conversion factors; and to establish rules concerning the extent of the information to be given and the manner of its communication for non-pre-packaged foodstuffs.

The Commission is to adopt the measures implementing this Regulation for ensuring the transparency and clarifying the provisions applicable to the management of operational programmes as regards the categorisation of expenditure, financial engineering, management and control, electronic exchange of data and publicity after obtaining the opinion of the Coordination Committee of the Funds acting as a management committee.
