In the case of the EEA, this was interpreted as the need for a closer co-operation and involvement of the 'environmental information society' in Europe, i.e. the relevant organisations in the Member States, Acceding States and Candidate Countries notably through its Environmental Information and Observation Network (EIONET). It was also understood as the need to build, with the various partner bodies within the Commission and in other international organisations (OECD, IEAE, UNEP), a more coherent infrastructure for environmental data management throughout the Community.
