Tale procedura è stata provocata essenzialmente dal libraio austriaco Libro, il quale dopo aver offerto su Internet libri di editori tedeschi a prezzo scontato, era stato boicottato nelle forniture da vari editori e aveva quindi presentato un ricorso presso la Commissione.
This action was triggered by the Austrian bookseller, Libro, which had advertised German-published books at reduced prices on the Internet, whereupon various publishing houses imposed a deliveries boycott on the firm, to which Libro responded by lodging a complaint with the Commission.
