...[+++]ti elevati e che è necessario un interlocutore permanente sulle questioni militari per il coordinamento civile e militare in loco; ritiene che il centro operativo permanente potrebbe pertanto essere classificato come una forma di capacità militare di pianificazione e di condotta e potrebbe avere la medesima localizzazione della CPCC, per consentire il dispiego delle sinergie indispensabili a un efficace coordinamento civile e militare; ribadisce che il centro operativo dell'Unione faciliterebbe la cooperazione con la NATO, senza compromettere l'autonomia decisionale delle due organizzazioni; 20.
