L'Unione europea ricorda che gli Stati con i quali ha istituito un'unione doganale al momento della firma del presente accordo e i cui prodotti non beneficiano delle concessioni tariffarie a norma del presente accordo hanno l'obbligo, in relazione ai paesi che non sono membri dell'Unione europea, di allinearsi alla tariffa doganale comune e progressivamente al regime doganale preferenziale dell'Unione europea, adottando le misure necessarie e negoziando accordi reciprocamente vantaggiosi con i paesi interessati.
