Scientific documents published in 1995 and 1996, [29] which refer to earlier observations and articles, show, even then, the importance of both nitrogen and phosphorus discharges as regards eutrophication of the Baltic and state that, depending on local conditions, phosphorus seems to be the cause of eutrophication in some parts of the sea and nitrogen in others.
