Un testo interamente privo di sottolineature, vale a dire una riedizione completamente nuova della direttiva, avrebbe sicuramente rappresentato un onere maggiore per le parti interessate. Tuttavia, la fiducia del lettore nel fatto che le parti di testo non sottolineate non sono oggetto di emendamenti non deve essere pregiudicata fin dall’inizio, tanto più che le parti interessate (in questo caso i deputati al Parlamento europeo) potrebbero rischiare di perdere credibilità nel fornire risposte non conformi alle domande poste dalle persone interessate dalla direttiva.
A fully unmarked text, that is the complete republication of the directive, would certainly have demanded a greater effort from interested parties; however, it is not a good idea to undermine the reader’s trust in the unamended nature of unmarked passages of the existing text right from the start, particularly since the interested parties (in this case the Members of the European Parliament) could well lose credibility by giving uncritical answers to questions from those affected by the directive.
