4. Gli Stati membri sviluppano ed elaborano tutti gli elementi delle strategie per l’ambiente marino di cui all’articolo 5, paragrafo 2, ma non sono tenuti, ad eccezione della valutazione iniziale descritta all’articolo 8, a prendere iniziative specifiche laddove non vi sia un rischio significativo per l’ambiente marino, o laddove l’azione comporti costi sproporzionati, tenuto conto dei rischi per l’ambiente marino, e purché non si verifichi un ulteriore deterioramento.
4. Member States shall develop and implement all the elements of marine strategies referred to in Article 5(2), but shall not be required, except in respect of the initial assessment described in Article 8, to take specific steps where there is no significant risk to the marine environment, or where the costs would be disproportionate taking account of the risks to the marine environment, and provided that there is no further deterioration.
