(1) considerando che il Consiglio europeo, riunito a Bruxelles nei giorni 10 e 11 dicembre 1993, ha adottato quale riferimento per l'azione dell'Unione europea e dei suoi Stati membri il Libro bianco «Crescita, competitività, occupazione»; che il Libro bianco esprime a favore di un'impostazione dello sviluppo industriale fondata sulla competitività globale, in quanto fattore atto a promuovere la crescita e l'occupazione e che esso sancisce, in particolare al capitolo 5, punto C, la rilevanza economica del settore audiovisivo;
(1) Whereas the European Council meeting in Brussels on 10 and 11 December 1993 took note of the White Paper 'Growth, competitiveness and employment' as the reference point for action by the European Union and its Member States; whereas the White Paper supports an industrial development approach based on global competitiveness, as the key to growth and employment; and states, in particular in Chapter 5-C, the economic importance of the audiovisual industry;
