Si applica l'articolo 128, paragrafi 2 e 3, che recita che, in caso di parità di voti in una votazione sull'insieme dell'ordine del giorno oppure su un testo posto in votazione per parti separate, il testo messo ai voti il testo si considera approvato, ma che "in tutti gli altri casi di parità di voti, fatti salvi gli articoli che richiedono una maggioranza qualificata, il testo o la proposta sono respinti".
This matter concerns Rule 128(2 and 3), which says that in the event of a tied vote on the agenda as a whole or on a text put to a split vote, the text put to the vote shall be deemed adopted, but that ‘in all other cases where there is a tied vote, without prejudice to those Rules which require qualified majorities, the text or proposal shall be deemed rejected’.
