In questa rassegna è necessario tener conto del fatto che sia il contesto europeo che quello internazionale hanno subito importanti cambiamenti nel corso degli anni 90. Da un lato, con il compimento del mercato interno e quindi con un maggior rigore, ad esempio, nel settore dell'imposizione fiscale, con le riforme della PAC, con quella dei fondi strutturali e con le nuove normative definite nell'Agenda 2000, in particolare riguardo alle prospettive finanziarie.
In reviewing the situation, we have to bear in mind that the European and international contexts have changed substantially over the 1990s: for instance, the internal market is now a reality and there is more rigour, for example, in the field of taxation; reforms have been made to the CAP and to the Structural Funds, and there are new rules set out in Agenda 2000, particularly financial ones.
