The fact that being in employment is by far the most effective way to secure oneself against the risk of poverty and social exclusion is clearly borne out by the evidence shown in Figure 9 according to which only 7% of the employed population (and 6% of wage and salary employees) in the EU lived below the risk of poverty line in 2002, as against 38% of the unemployed and 25% of the inactive. In Ireland, Italy and the United Kingdom, around one in two unemployed persons are at risk of poverty.
