41. constata che le spese a titolo della rubrica 5 registrano un aumento del 2,9% rispetto al bilancio 2015, raggiungendo 8 908,7 milioni di EUR, importo che copre globalmente le spese amministrative delle istituzioni (con un aumento del 2,2%) e le spese per le pensioni e le scuole europee (con un aumento del 5,4%); rileva che rimane un margine di 574,3 milioni di EUR al di sotto del massimale; sottolinea che la quota della rubrica 5 nel bilancio dell'UE si mantiene stabile al 5,8%; ricorda, tuttavia, che tale percentuale non tiene conto dell'assistenza tecnica che è inclusa tra le spese operative;
