Dopo il 31 dicembre 2013 o, se successiva, dopo la data di entrata in vigore del presente quadro finanziario pluriennale, le rimanenze del 10o FES o dei FES precedenti e i fondi disimpegnati da progetti previsti nell'ambito di tali FES non vengono più impegnati salvo decisione unanime del Consiglio dell’Unione europea, ad eccezione delle rimanenze e dei rimborsi degli importi destinati al finanziamento del Fondo investimenti, esclusi i relativi abbuoni di interesse, e delle rimanenze ricavate dal sistema volto alla stabilizzazione dei proventi delle esportazioni di prodotti agricoli di base (Stabex) a titolo dei FES precedenti il 9o FES.
