Urges the Commission, within the framework of Council Directive 92/43/EEC (Habitats Directive) to define the conservation status of the species Apis mellifera and, where appropriate, to include it in the Annexes to the Directive; calls on the Commission, given the urgent need to conserve the species Apis mellifera and the various subspecies that occur in the European Union, to look into the possibility of creating a specific programme or regulation within the Life+ financial instrument that will make it possible to establish a pan-European project to restore wild populations of this species;

To remedy this situation, the Commission has proposed in what is now Article 18 of Directive 2002/21/EC (Framework Directive), entitled ‘Interoperability of digital interactive television services’, that Member States should be required to encourage providers of digital interactive television services and equipment to use an open API; they should also encourage proprietors of APIs to make available all such information as is necessary to enable providers of digital interactive TV services to provide all services supported by the API in a fully functional form.

Om een oplossing voor deze situatie te vinden heeft de Commissie in hetgeen nu artikel 18 van Richtlijn 2002/21/EG (Kaderrichtlijn) getiteld "Interoperabiliteit van interactieve digitale televisiediensten" is geworden, voorgesteld de lidstaten ertoe op te roepen de aanbieders van diensten en apparatuur voor interactieve digitale televisie aan te moedigen een open API te gebruiken. Ook moeten de eigenaren van API worden aangemoedigd alle noodzakelijke informatie beschikbaar te stellen opdat aanbieders van interactieve digitale televisiediensten alle diensten die op API gebaseerd zijn, met al hun functies kunnen aanbieden.
