When a ship without financial guarantees has caused damage and losses, the Member State where the accident occurred should not, under any circumstances, have to meet the cost of the necessary compensation: this should be charged to the shipping industry.
En ningún caso, la indemnización por daños y perjuicios causados por un buque que no disponga de garantías financieras tiene que ser asumida por el Estado miembro en el que ha ocurrido el accidente, sino que tiene que correr a cargo de la industria naviera.
