I. whereas Article 1(1) of Council Regulation (EC) No 2371/2002 stipulates that the CFP covers the conservation, management and exploitation of living aquatic resources, aquaculture, and the processing and marketing of fishery and aquaculture products where such activities are practised on the territory of Member States or in Community waters or by Community fishing vessels or, without prejudice to the primary responsibility of the flag State, nationals of Member States,
I. overwegende dat artikel, lid 1 van Verordening (EG) nr. 2371/2002 van de Raad bepaalt dat „Het gemeenschappelijk visserijbeleid (...) betrekking heeft op de instandhouding, het beheer en exploitatie van levende aquatische hulpbronnen en de aquacultuur en op de verwerking en afzet van visserij- en aquacultuurproducten voor zover deze activiteiten worden uitgeoefend op het grondgebied van de lidstaten of in de communautaire wateren of door communautaire vissersvaartuigen of door onderdanen van de lidstaten, onverminderd de primaire verantwoordelijkheid van de vlaggenstaat”,
