(24) It is also necessary to take measures for the supervision of medicinal products authorised by the Community, and in particular for the intensive supervision of undesirable effects of these medicinal products within the framework of Community pharmacovigilance activities, so as to ensure the rapid withdrawal from the market of any medicinal product presenting an unacceptable level of risk under normal conditions of use.

(24) It is also necessary to take measures for the supervision of medicinal products authorised by the Community, and in particular for the intensive supervision of undesirable effects of these medicinal products within the framework of Community pharmacovigilance activities, so as to ensure the rapid withdrawal from the market of any medicinal product presenting a negative benefit/ risk balance under normal conditions of use.

The new proposal would amend Community legislation on banking supervision (applying also to investment firms) notably to take account of changes to the Basle Capital Accord of 1988 (agreed by the Committee on Banking Supervision of the Bank of International Settlements - BIS).

These include: 1. the addition to the list of authorization conditions of the requirement that, where a financial enterprise (credit institution, insurance firm or investment firm) is part of a group, the group structure be sufficiently transparent to enable the financial enterprise itself to be supervised effectively; 2. the requirement that credit institutions and insurance firms have their registered office and head office in the same Member State since it is otherwise difficult for the competent authorities of the home Member State to supervise them effectively (this requirement already exists for investment firms); 3. the extensio ...[+++]n of the list of bodies with which the competent authorities may exchange confidential information for supervisory purposes; 4. the requirement that external auditors communicate to the competent authorities any irregularities which come to their notice in the course of carrying out their duties within financial enterprises.
