Given that it anticipates a positive outcome to the COP 15 negotiations that will be held in Copenhagen in 2009, the European Union should begin to prepare tougher emission reduction targets for 2020 and beyond, and should seek to ensure that, after 2013, the Community scheme allows, if necessary, for more stringent emission caps, as part of the Union’s contribution to a future international agreement on climate change (hereinafter referred to as the international agreement on climate change).
Aangezien het anticipeert op een positief resultaat van de COP 15-onderhandelingen in Kopenhagen in 2009, dient de Europese Unie te beginnen met de voorbereidingen voor strengere emissiereductiedoelstellingen voor 2020 en daarna en dient zij ervoor te zorgen dat de Gemeenschapsregeling na 2013 zo nodig strengere emissieplafonds mogelijk maakt, als onderdeel van de bijdrage van de Unie aan een toekomstige internationale overeenkomst inzake klimaatverandering (hierna: „internationale overeenkomst inzake klimaatverandering”).
