For my group, it was important to call for a coherent strategy that more effectively coordinates existing EU external policy programmes with cultural components, thereby taking account of cultural diversity in the EU. In this context, there is a case for promoting increased cooperation between cultural players by encouraging them to form multi-annual cooperation projects, thus enabling them to develop common activities, to provide support for more targeted measures with a real European added value, to support symbolic cultural events, to support European cultural cooperation organisations and to encourage analyses on chosen themes of European interest, as well as the collection and dissemination of information and activities aimed at maximising the impact of projects in the field of European cultural cooperation and European cultural policy development ...[+++].

An active cultural policy aimed at the preservation of European cultural diversity and the promotion of its common cultural elements and cultural heritage can contribute to improving the external visibility of the European Union.

Calls on the Commission to submit to the European Parliament and the Council a draft decision under Article 151(5) of the Treaty, for setting up a European observatory to monitor cultural cooperation, with the aim of promoting the exchange of information and coordination between the cultural policies of the Member States and Community cultural policy; notes that this body, linked to the Commission and the national contact points in the Culture 2000 programme, will have a duty to systematically identify and promote best practice in the Member States' policies and successful experience with sponsoring schemes or public-private partner ...[+++]ships for the benefit of the cultural heritage, artistic creation and citizens' access to culture;
