The particular sensitivity of food aid also calls for caution in an area where there are still major risk factors. These include the risk of unintended expansion of transgenic crops, the use of food aid as a way of reallocating farm surpluses, the particular character of local cultural practices and food habits and so on. These issues underline the need to strengthen the analysis and assessment of the possible consequences of the total untying of food aid and its transport, as advocated by the Commission.
Voedselhulp is een bijzonder gevoelig liggend gebied waarop de risico’s nog groter zijn: risico’s van ongewenste verspreiding van transgene gewassen, gebruik van voedselhulp als mogelijkheid om landbouwoverschotten kwijt te raken, de specifieke gebruiken van de bevolking op cultureel en voedingsgebied, enz. Hierdoor wordt de noodzaak om de analyses en de evaluatie van de mogelijke gevolgen van de door de Commissie bepleite volledige ontkoppeling van de voedselhulp en het vervoer daarvan nader te bestuderen, bekrachtigd.
