It is essential to achieve a common, harmonised airspace structure in terms of routes, to base the present and future organisation of airspace on common principles, to ensure the progressive implementation of the ATM Master Plan, to optimise the use of scarce resources to avoid unnecessary equipage costs, and to design and manage airspace in accordance with harmonised rules.
Het is noodzakelijk om tot een gemeenschappelijke, geharmoniseerde luchtruimstructuur te komen voor wat de routes betreft, om de huidige en toekomstige organisatie van het luchtruim op gemeenschappelijke beginselen te baseren, om de toenemende tenuitvoerlegging van het masterplan inzake luchtverkeersbeveiliging te garanderen, om optimaal gebruik te maken van schaarse middelen teneinde onnodige uitrustingskosten te vermijden en om het luchtruim te ontwerpen en te beheren volgens geharmoniseerde regels.
